Server Hats
by werdei
Server Hats lets players wear items from their inventory as hats, placing a chosen item in the helmet slot, and the server controls which items qualify.
What it does
Players equip an item in the helmet slot by shift-clicking it, so any item the server allows can be worn as a hat. The server owner can add or remove items from the allowed list, and commands are available for managing it. Hats that players are not supposed to have, such as building blocks or heads, can be excluded so they cannot end up on a player.
The mod is server-side only, so players join without installing anything, and only the server needs the mod itself. It requires Fabric API and is published for Fabric and Quilt across 13 release versions, under the MIT License, and the code is open source. Snapshot builds are published too. The latest files, 0.16 for 1.20.2, date from 2023-06-16 and are on the beta channel.
The configuration file controls behavior, including which items can be equipped and how the hats command is used. A wider set of cosmetic options was described by the author, such as items that can be placed in the hat slot from a dispenser or enchanted items, and the mod's functions can be tuned to a server's preferences.
Key features
Shift-click equipping
Shift-clicking an allowed item moves it into the helmet slot, so players wear it without a separate menu.
Editable item list
Server owners can add or remove items from the list of allowed hats, with commands to manage it.
Exclusions for building blocks and heads
Building blocks and heads can be kept out of the hat slot, so players do not end up wearing them by accident.
Configuration file
A configuration file lets the server tune hat behavior and the hats command to its preferences.

Use cases
Who it’s for: Server owners who want players to wear decorative items as hats, and players of Fabric or Quilt servers that run the mod. Because it is server-side only, a single player on a server with the mod does not need to install anything.
How it compares
Hats On is server required with the client optional, under the GNU General Public License v3.0 or later, and is not open source; it targets 1.21 – 1.21.5 on Fabric, Forge, NeoForge and Quilt. Tree Hat is a client and server mod under the Mozilla Public License 2.0, open source, for 1.19.2 only on Fabric and Quilt. Server Hats runs on the server alone and covers 13 release versions on Fabric and Quilt.

The mod is very customizable, making it easy to tune it to your preference. And some other ones I thought looked cool\funny: Glass blocks (including tinted and stained…
