Action Regulator
by DasHomi
Action Regulator restricts what a player can do with held items, blocks and entities through rules that can be saved and shared.
What it does
Action Regulator gives control over in-game actions. Each rule has a trigger, either left-clicking to attack or right-clicking to use, and can apply to the main hand, the offhand or both. A rule can also be limited to items whose durability is above or below a chosen threshold, so an item can be stopped from being used once it drops too low. Rules target blocks, entities or the item in the hand, which lets a single rule block an action without touching anything else.
Matching is handled by filters. A filter can look for a text string that the item or entity name must contain, or for a regular expression the name must match, and the Default and Inverted modes decide whether the listed values are allowed or excluded. Item, block and entity tags select a whole group at once, for example every wood type. Hand item subconditions can require that items cannot take damage, or check the enchantments an item carries in one of three modes: enchantment presence, at least one listed enchantment, or all of them.
Action Regulator is client-side only, so a server does not need it and players do not need any server-side install. It is published for Fabric on 26.1, 26.1.1 and 26.1.2 and requires Fabric API, Mod Menu and oωo (owo-lib). The mod is open source under the GNU General Public License v3.0 only.

Custom name filters match item or entity names by text, or by a regular expression, in Default or Inverted mode.
