Normal Damage
by SkpC9
Normal Damage makes mobs deal regular damage to the player on every difficulty, so the difficulty setting no longer changes how hard hits land.
What it does
On Hard, mobs normally hit harder, and the player takes that extra damage too. This mod removes the difficulty multiplier for mob attacks, so mobs deal normal damage whatever the setting. Players attacking mobs are also held to the normal rate, with no 1.5x bonus on Hard and no reduction on the lowest setting. The author describes the change as a fix for the feeling that hard mode gave an unexplained edge out of nowhere.
The mod is for players who want Hard to differ from Normal in other ways, such as hunger, zombies breaking doors, villagers turning into zombies and regional difficulty, while keeping damage fixed. It is client and server, so the server and every player need it. It is released under the MIT License and is open source, with a source code repository and an issue tracker. It requires MixinBootstrap, and files are published for Forge 1.12 and Fabric 1.16.5 across 24 release versions, 1.12.2 – 1.20.2.
Key features
Uniform mob damage
Mobs deal the same base damage on every difficulty, so the setting does not raise their hits.
Equal player attacks
The player's damage to mobs is also left at the normal rate on Hard and on the lowest setting.
Difficulty without damage
Other Hard effects, such as hunger and zombie behavior toward doors, keep working as they do in vanilla.
Client and server mod
Both sides run the mod together, so damage stays consistent in single player and on servers.

Use cases
Who it’s for: Players who prefer Hard's non-damage challenges and server owners who want one damage rule across a world.
How it compares
No Hostile Mobs is server-side only, published for Fabric, Forge and NeoForge across 1.8.9 – 26.1.2, and is not open source. Zombie Conversion is server-side only, open source under the MIT License and published for Fabric 1.14.4 – 26.3, so it changes villager infection rather than damage. Difficulty Tweaker is also server-side only and open source under the GNU Lesser General Public License v3.0 only, with files for Fabric and Quilt 1.17 – 1.20.1, and it exposes many difficulty options.

What the author says
Mobs deal normal damage to player regardless of difficulty. So if I set my difficulty to hard, when attacking me, all mobs just gain some sort of mysterious power out of nowhere, and do 1.5x damage to me, while they just do 1x normal damage when attacking each other.
