Insoluble Concrete

Insoluble Concrete stops concrete powder from hardening when it touches water, and turns the powder into a throwable item instead.
What it does
Concrete powder normally turns into solid concrete on contact with water. With this mod, a powder block that touches water stays as powder, and throwing a powder item into a water cauldron produces concrete. Builders can therefore place concrete under or around water without the material setting too early. The mod is a Fabric mod and is released under the GNU Lesser General Public License v3.0 only, so it is open source. The server must run it, while players may leave it out; clients see a few visual glitches without it, since they assume concrete hardens until the server sends the block update.

A concrete powder block in contact with water keeps its powder form until the player decides to harden it.
Cauldron hardening
Throwing concrete powder items into a water cauldron converts them to hardened concrete.
Server-driven block updates
The server sends the actual block updates, so clients receive the correct state once it changes.
