Pause Music on Pause is a client-side utility that keeps game music playing while the pause menu is open, restoring the behavior from before Minecraft 1.21.6.

What it does

Starting with Minecraft 1.21.6, the game stopped music when the pause menu opened. This mod brings back the earlier behavior so background music continues while the game is paused. A Pause Music option in the Music and Sound options screen lets players turn the change off again if they want the vanilla pause behavior. Only the client needs the mod, and Fabric API is an optional dependency that the mod can use. The code is not open source and is covered by All rights reserved.

Minecraft 1.21.6 has changed how pausing works: it doesn't pause music anymore and there's no option to enable that again. This mod adds the "Pause Music on Pause" option in the "Music & Sound" options, it pauses the game music while the game is paused.
