Edit Window Frame lets players change the frame around the Minecraft window, and it is a client-side utility with a settings button.

What it does

On startup a button appears in the bottom-left corner, and a config option can turn it off. Clicking the button opens a menu where the title, theme and displayed icon of the window frame can be changed. Only the client needs the mod; servers run without it. Builds cover 1.21.1 – 1.21.5 on Fabric and NeoForge, with the 1.1.0 file for 1.21.5 as the latest release, and it needs Cloth Config API and Fabric API on Fabric.
