CustomPerm
CustomPerm lets a server owner hand out exactly the commands a player needs, without making anyone a server operator, and it is server-side only for NeoForge builds across 1.21.1 – 1.21.11.
What it does
Vanilla Minecraft only knows two kinds of command access: operator status, which grants everything, and no access at all for ordinary players. CustomPerm adds a middle ground. Each vanilla or modded command can be granted to an individual player on its own, so a player can use a gamemode spectator command, a heal command or a chain of commands without ever receiving operator rights. The mod also supports ladders of grades, so a player can be promoted or demoted along a track, for example from a basic rank to a VIP rank that does not include the ban command.
The mod works with LuckPerms when it is installed: a permission node set through LuckPerms with the customperm prefix is resolved by CustomPerm, with wildcards included. Without LuckPerms, CustomPerm brings its own grade system and runs on the server alone. It also answers permission checks that other mods register via NeoForge's permission API, and a modcheck command lists the mods that only speak LuckPerms. Its own cluster mode for several servers needs a MariaDB or MySQL driver; CustomPerm ships that driver itself, and Arcadia Lib is required only for that mode, where it sets the default way to connect.
CustomPerm is published for NeoForge only, with 11 release versions and 2.0.0 for 1.21.1 as the latest file. It is server-side only, so players join without installing anything. The mod is distributed under a custom license and is not open source; its source code is public. In a singleplayer world it runs too, because the integrated server runs the same code.
Key features
Per-command grants
Individual vanilla and modded commands can be granted to a single player, with no operator status required.
Grade ladders
Grades can be arranged into a track and promoted or demoted along it, with each grade holding its own set of commands.
Command chaining
Several commands can be combined into one custom command that accepts arguments, for example a command that heals and then sends a message.
Mod permission answers
Permission checks registered by other mods through NeoForge's permission API are answered, and modcheck lists mods that only use LuckPerms.

What the author says
Granular server-side command permissions for Minecraft NeoForge. Grant individual vanilla or modded commands to players who are not operators, with or without LuckPerms. Vanilla Minecraft only knows op (every command) or non-op (no management command). There is no middle ground.
