Does BBS mod need Fabric API?

Yes. Fabric API is a required dependency, and both files go into the mods folder together.

Can BBS mod run on Forge or NeoForge?

Only through a compatibility connector. The 1.20.1 build runs on Forge and the 1.21.1 build runs on NeoForge, with complementary mods installed as well.

Does the server need BBS mod installed?
