Spooky Scary Thunderstorms
by Whity
Spooky Scary Thunderstorms adds a way for players to conjure thunderstorms with Ominous Bottles, and it changes how Creepers behave during them.
What it does
Drinking an Ominous Bottle while the world build height allows it can trigger a thunderstorm. The chance of success rises with the bottle's level, and each level adds 20% to the odds of getting a thunderstorm. If the attempt fails, rain begins instead. A bottle drunk during rain guarantees a thunderstorm, so the worst case is two bottles for a storm.
During a thunderstorm the mod gives Creepers two abilities: they can spawn lightning targets, and a target can be struck by a lightning bolt. Targeting a Creeper has a small chance per second to draw a bolt, and a Creeper that has been charged is a longer-lasting target. The author describes the storms as a version of Minecraft's Blood Moons, made scarier.
The mod works on the server, and players may add it to their clients. Only the server needs it to run the mechanics, while clients can leave it out. It is released under the Creative Commons Attribution Non Commercial Share Alike 4.0 license, so it is not open source. Files are published for Fabric and Forge, and a data pack is also available.
Key features
Conjured thunderstorms
Ominous Bottles can start a thunderstorm on demand, with success tied to the bottle level.
Failed attempts bring rain
A failed bottle attempt starts rain instead, so the weather still changes.
Lightning targets on Creepers
During storms Creepers can spawn targets, and a target can be hit by a lightning bolt.
Charged Creeper targets
Charged creepers stay targets for longer, with the chance of a bolt set by the mod.

Use cases
Who it’s for: Players who want more hostile weather in survival, and server owners who want storms they can start with a bottle. Clients can skip the mod, since the server handles the mechanics.
How it compares
Nice Creeper Tweaks changes Creepers too, but it is built for 1.21.3 – 1.21.5 on Fabric, Forge, NeoForge and Quilt, and it is open source under the GNU General Public License v3.0 or later. Only the server needs it, while clients may leave it out. Peaceful Nights is server-side only, open source under the Mozilla Public License 2.0, and covers 1.20.1 – 1.21.5 on Fabric, Forge and NeoForge, so it changes the server alone without any client install.

What the author says

This Datapack adds 2 core mechanics related to Thunderstorms, the ability for Creepers to spawn as "targets" for lightning bolts, and the ability to use Ominous Bottles at World Build Height to conjure Thunderstorms!(in…
