ForcePlace
by TheXorog
ForcePlace lets players place blocks at positions that normal placement rules would refuse, and it is built for Fabric 1.21 – 1.21.4.
What it does
Blocks can be put at positions that vanilla placement does not allow. The force-place action works on the client and the server, so both sides need the mod. Access is limited: force-placing requires creative mode or at least operator permission level 2 with the forceplace.use permission, and the toggleforceplace command switches the feature on and off. Fabric API is required. Releases exist for 1.21 and 1.21.4, and the latest Fabric file is 1.1 for 1.21.4, published 2025-01-23 under the Apache License 2.0, which makes it open source.
Key features

Permission-gated use
Force-placing needs creative mode or operator level 2 with the forceplace.use permission.
Toggle command
A command switches the force-place behavior on or off without restarting the game.

How it compares
Tickstopper is a Fabric server-side mod under the MIT License, not open source, for 1.20.1 – 1.21.5, so its players need nothing installed. ForcePlace is client and server, so both sides install it.
