Charged
Charged adds drops of player and mob heads when a charged Creeper kills an entity, with configurable rules for which heads drop.
What it does
When a charged Creeper's explosion kills a victim, that victim can drop its head, and players are included. Player heads can carry the player's skin, and skins that match the default set are washed back to the default. Drop chances and the number of heads per kill are set through configuration and the gamerule charged:maximum head drop count, which defaults to 1.
Charged needs Fabric API on Fabric. The server must run it, while the client may add it, so players can join without installing it. The mod is open source under the GNU General Public License v3.0 or later, with source code and an issue tracker public, and files target 1.21.3 – 26.2 on Fabric.
Key features
Player head drops
Players killed by a charged Creeper can drop a head, which is kept on the player's head slot as a usable item.
Configurable head sources
Many entity types can be set to drop heads, and the rules are adjusted in the mod's configuration file.
Server-side head sync
Heads are synced from the server so placed heads do not appear as temporary ghost blocks on clients.

What the author says
Charged Creepers killing players will (configurably) make them drop their head, (configurably, again) with their skin's texture. Very many entities heads (configurably) can be dropped.
