Tree In A Forest
Tree In A Forest stops the in-game clock when no listed player is online, and a blacklist can exclude chosen players from the day counter.
What it does
The mod pauses time while nobody is on the server, so the day does not advance during empty hours. A blacklist of players can be managed with commands, and blacklisted players do not count toward keeping time moving. Entries are tied to the account UUID, so a name change does not remove the exclusion. The blacklist is most useful when the day counter needs to stay accurate, for example by ignoring AFK or bot accounts. Mainline Minecraft 1.21.1 added a similar server property, pause-when-empty-seconds, but that option has no blacklist.
Key features
Time pauses when empty
The in-game clock stops while no player is online, so the day does not progress on an idle server.
Player blacklist
Chosen players can be added to a blacklist that controls whether their presence affects the day counter.
UUID-based entries
Blacklist entries follow the account UUID, so a name change does not undo an exclusion.

What the author says
This mod makes it so that time stops when noone is online. After 1.21.1, the server-property "pause-when-empty-seconds" can provide a similar functionality, note-ably: without the blacklist.
