Per Minecart Max Speed Customiser lets a player set the top speed of one minecart at a time, using a wrench tool or a summon command.
What it does
Instead of changing every minecart through the minecartMaxSpeed gamerule, the mod sets a maximum speed on each minecart entity. A player equips the included wrench, uses it on a minecart, and enters a value to fine-tune that single cart. Other minecarts keep the speed the gamerule gives them, so one track can carry carts that run at different limits.
Advanced creative minecart systems and transport layouts are the usual use, where a route needs carts to run at chosen speeds. A minecart can also be summoned directly with a specific speed through a command, so a builder does not have to adjust it by hand after placing it. Fabric API is required, and SuperMartijn642's Config Lib is optional. The mod runs on client and server, so both the server and every player need it, and it is released under CC0 1.0 Universal, so the code is open source.

Builders testing rides or contraptions can set exact speeds without changing the world-wide gamerule.
Who it’s for: Builders and server owners who run minecart networks and want speed limits that differ between individual carts. Players who only ride carts at the default speed have no need for it.

MinecartMaxSpeed Attribute is open source under the MIT License, published for Fabric on 1.21.2, and runs client and server. Minecart Speed Changer is server-side only, covers 26.2 for Fabric, and is not open source.
