HotSwap Fix

HotSwap Fix changes when HotSwap switches tools, so a tool is selected only when a player starts mining a block.
What it does
HotSwap Fix corrects how HotSwap picks a tool. Without the fix, a tool switch happens while the player only looks around over blocks, which can be irritating. With the fix, the switch waits until mining actually begins. The mod requires HotSwap and runs for NeoForge 1.21.1 only, with the client as the only side that needs it.
