Project Pillager
Project Pillager changes how Pillager outposts respawn after they have been burnt down, on servers that run it.
What it does
The mod targets Pillager spawn behavior: once an outpost has been destroyed by fire, Pillagers no longer respawn there, so a burnt outpost stays gone. Players who want to clear an outpost can set fire to it with flint and steel, lava or another source, and the area can then be built on safely. Pillager raids can still retake an outpost and rebuild it, according to the author notes. The author says a future version is meant to extend the spawn logic further.
Only the server needs the mod, so players join without installing anything. It is published for Fabric, Forge and NeoForge across 10 release versions, 1.20.1 – 26.1.2, and is released under CC0 1.0 Universal (not open source).
Key features
No respawn after fire
Pillager outposts that burn down are not respawned, so the site stays cleared after a fire.
Fire as a clearing method
Flint and steel, lava or any other fire source can burn an outpost to clear it for building.
Raids can rebuild outposts
Pillager raids can still retake an outpost and rebuild it, as the author describes it.

Questions
Does Project Pillager need to be installed on clients?
What the author says
This mod stops Pillager respawns on an Outpost after said Outpost has been burnt down. You can use flint and steel, lava, or anything to burn down the Outpost, once the fire starts, the Pillagers will no longer respawn on that Outpost and you can safely build around it.
